Yes, but sometimes it requires surgery. My dad just suffers with his. For years he has had it in there broken and refuses surgery.

About 10 years ago, I had surgery on my foot for a bone spur. The surgery was performed by a podiatrist but two weeks after the surgery (on a Saturday) I fell on ice and broke my ankle on the foot I just had surgery on. I inturn called the doctors office who did my surgery, they paged him and he called me back. I called him because it was a weekend and I needed to know if this would effect the surgery. I knew it was broken because it swelled right up and I couldnt even put the tinest bit of pressure on my big toe even. He called me back and told me to keep it elevated with ice for 20 minutes on and 20 minutes off, do not put any pressure on it and told me to call his office first thing Monday morning so he could x-ray it and take care of the problem. He said that way, I won't have to go to ER and it would be cheaper.
Needless to say, I did as he advised, he took exrays and found that it was broke and casted it in his office and saved me a lot of $$.
So yes, they can treat a broken bone.
