Gifting is not expected on engagement parties. Trust me, you will have PLENTY of opportunities to gift them with all the showers, wedding presents and bachelorrete parties etc.
If you feel compelled to buy something, a card or/and a bottle of champagne/wine is standard for that type of affairs. Potted plants or flowers are also traditional engagement gifts. Save the frame for one of the showers.

You could write an appropriate passage from the couple's favorite writer, or a funny/romantic line from a favorite movie of theirs on a nice piece of parchment and place it in the frame. Or write a toast to them and place that in the frame and give that with a nice, reasonably priced bottle of wine. Engagement parties aren't as formal as a wedding, so the gifts can be more personalized and I think they would find the gift so much more memorable and special knowing you put a lot of thought into it.

If these ladies are truly your friends, whatever you buy them as a token of your affection should be sufficient. A friend of mine gave me an inexpensive silver heart ring. When I was getting married, instead of giving my only bridesmaid a gift, I bought her entire wedding apparel (dress, shoes, stockings, her bouquet, and all her costume jewelry, i.e. matching earrings, bracelet, & necklace), but I only had one attendant. The only thing she paid for was to have her hair done and makeup applied. You could always get them a little Precious Memories statue that would remind them of your special ocassion or you could make them something very special but inexpensive like a needlepoint picture. Personally, I like the idea of having someone giving your bridesmaids a facial, manicure, pedicure, a massage, or an inexpensive piece of jewelry that will not tarnish and they can keep forever. I've never heard of a bridesmaid book, although I think it is a very nice idea. Or you could give them all a very small token of appreciation at your engagement party and later on do a wedding scrapbook, as the wedding plans progress and have a little special bridesmaid party, complete with snacks, so everyone could get together on the same day to assemble everything into their books. Whatever you do, I'm sure it will be appreciated. You are very thoughtful and I hope your wedding turns out to be your fairytale day with many happy years to come. :)

Normally you don't even get the couple gifts for the engagement party so I would say that's plenty.
A tip I always use when giving a nice gift, but small.........make the wrapping look absolutely amazing and the gift will seem even larger! Works every time.

The picture frame would be fine, as gifts are not required for an engagement party (or wedding), only for showers.
If you want to give one though, go ahead!

I'm a very fun person. I usually get a serious gift & then a gag gift (if I know it won't offend the recepitant). Because you got a gift you know she'll love I wouldn't worry about how much it cost. I would give her some asprin and a metal bat. On the bottle of asprin, put a piece of paper that says "for the future groom" and on the bat a note that says "For the wife to use unsparingly".

The frame alone is fine. You don't have to go overboard at an engagement party. A bottle of wine is a good choice too.

I think it's a very appropriate gift, no photo or picture needed. Obviously they will put a picture of the two of them in it! But if you think you're going too cheap on the gift, add a gift card for a photo supply store or add photo paper if they usually print their own. Keep with the theme of photos and you'll be fine, but I think it's fine alone too. Have fun at the party!

The picture frame sounds great. If you want to add anything, you might want to find a picture of the 2 of them and put it in the frame. Also, at my engagement party I was presented with a journal that all of my friends and family had written little notes of encouragement and bits of wisdom for marriage. Hope this helps.
