Maybe because he thinks he can get away with not paying? Are your payments going through the court and then to you? Maybe you want to look into that.

I believe that child support is based on the amount of income the non-custodial person makes. If he is providing the friend of the court with documents that show he is only making a small amount of monthly income, then your payments and child (ren) suffer.

Make sure that the CSEA folks know that he's on workers comp. However it's likley that his income will be so low that there may not be anything remaining that can be garnished for the child support.
