You can't force the dog to do anything against it's will.

You can't force him to eat while you are outside. Dogs tend to wait til their people are home before they eat.
The only thing that might work, is to put his food on the kitchen counter and tell him ' Leave It ' and then go and hope that he decides to do the wrong thing and eat.

My pit bull Max will not eat until my daughter and I are home from work and school...he likes to eat with his family! I leave food for him, and it is never touched until we are all home for the day!

Some just won't because they are too interested in what you are doing. you can try mixing in steamed veggies and Salmon Oil. They are very healthy bribeing tools , and should entice your pup to eat anyway ;)

You shouldn't even be trying, why force him to do something he's not comfortable with?

Let him eat where and when he is calm and feels safe - he should enjoy his kibble.
