she will go out to pee, but sometimes she still pees inside...it is very frustrating...any tips?

be consistant
don't allow run of house when you can't watch her.
When you catch her take her outside immediately.
When not at home or to busy to watch her keep her confined or in a crate.
Do remember since you didn't say the age that a dog doesn't get full control of the bladder until 6-8 months old.
In the meantime a lot like a toddler.

Keep an eye on the puppy as often as you can when it's back in the house. The minute you see it squatting to pee, yell "NO...OUTSIDE", then pick it up and carry it out till it pees. Then say something like..."Good girl went pee". When it comes back in the house after doing it's business, give it a treat. It'll soon remember that after it pees outside, it will get a treat. Watch how quick it learns then.

Young pups often need to go outside every 15-30 minutes while they are awake. The also must go outside immediately when they awake and after they eat. It can take some dogs months to become totally reliable. If you can do it, section off an area in the kitchen (tile) and keep her off the carpeting. You don't mention the breed, but most of the toy dogs take FOREVER to housebreak, sometime they never do learn it. There are also products to train a toy dog to use a litter box, many have had sucess with that method.

Do you let her out of the crate and take her straight outside? Take her outside every hour or so, go with her and praise her when she goes?
Put a bell on the door and ring it when the door opens and teach her that she can tell you how to get outside, by ringing the bell..
Put your drinking water outside.. Dogs can ask to go outside for a drink of water easier than they can ask to go outside to pee for some reason..
PRAISE her when she does the right thing.

If a pup is peeing inside it is your fault, you are not taking her out often enough or do not watch her well. Take her out every 2 hours and go out with her..do not toss her outside, that does not teach the dog anything.

Would you expect a baby to be completely toilet trained by the age of two? No? Why not? Because he's still a baby. At three months, the puppy is still a baby, too.

Give her an incentive to go potty outside. I use small pieces of Bil Jac liver treats-works like a charm! I say "Cali potty" when I first set her on the grass, say "Cali potty!!!" as she's going and then "Good girl" while petting her & giving her the treat.

Well maybe you could teach her to go outside on command. Sounds like im saying train her, no. Give her something before she goes outside and then everytime you want her to pee or you know she has to, then she knows she has a treat or something waiting for her afterwards if she goes.

Go to your local PetCo or Petsmart pet store. They have training classes for dogs and puppies - including potty-training. (Their employees could also probably give you some tips.)

You're going to keep doing what you're doing and have Patience!
The pup is only 3 months - It'll get the hang of it...You didn't potty train overnight either!
