As long as the Vin number isn't associated, there won't be a problem. DMV doesn't care about the parts, only the shell of the vehicle and the associated Vin. Parts are not relevant. Use the information from the previous car. I hope this does you some good.

How do you know that the car is not stolen? If it is, you can be charged with possession of a stolen vehicle! At the very least, the bank has a security interest in the vehicle and can come and take it from you!
You are not going to be able to get a title to the vehicle without paying off the loan, and then if the story about the brother's death is actually true, you will need a court order (probate) giving you title or the executor of the estate authority to give you title!!

If there is a lein against the car you could possibly be responsible for paying for it, unless it was settled in the estate of the person that died. Then the lien would have to be released before you can apply for a title.

If it's not paid for, if you can just get them to tell you who the bank is, it should be no problem. The bank owns the car, and they probably will give you the title. They might ask you to pay the loan off, but probably not. They probably wrote that debt off already.
If you don't know who the bank is, you'd have to see if the DMV would tell you who the lienholder is based on the VIN. That's really the only "detective" option that I could see.

you need to apply for a salvage title if it has been paid off, but if money is still owed on the vehicle unfortunately it still belongs to the lien holder, not you. When you purchase a parts car, that is what it is supposed to be used for, so you may not be legally able to get your money back.

I WOULD SUGGEST THAT YOU DON'T TAKE ANY CHANCES WITH THIS VEHICLE BECAUSE THERE COULD BE A LIEN ON IT AND IF YOU ARE CAUGHT WITH ANY PARTS OFF IT YOU COULD BE CHARGED WITH THIEF.
