I would speak to your boss and explain the reasons why it adversely affects your work. Don't focus on it "driving you crazy." Give constructive reasons like:

When I'm on the phone with a client, I can't hear them speak."

Talk to your boss or the head of human resources. If it is your job to answer phones, make sure you use that as a reason to make them go away. Its hard to hear on the phone and act professional when there are baboons in the background.

Awe I feel your pain, my office is setup the same way. I have become very good at tuning people out and have no problem asking people to move along when I am on the phone.

Speak to your Boss in private about the situation. Maybe you could put on some soft music and a head set when this is happening.
