Assuming this person tests positive and is shown to have active tuberculosis they would be ineligible for a visa, but it's not a permanent denial. If she underwent treatement and was later found to no longer have active TB, she would no longer be ineligible. The treatment can take a considerable amount of time, a year or more depending, but once she's completed the treatment, she could be admitted after passing another physical exam.
