The WTC Towers WERE designed to withstand the impact of a fully laden 707, very similar in size, weight, speed, etc. to the Boeing 767 that actually did smash into the North Tower on 911.

It was designed to withstand the collision of a commercial jet, but not with a full load of fuel.
The scenario was that of a commercial jet coming in for a landing, but off course. Such a plane would have much much less than a full load of fuel.

The specs say that they were supposed to withstand a collision by a 727.
However they were not able to withstand the combination of E-10s loaded with explosives and internal Thermite demolition charges.

stupid question (in that that was not the reason it collapsed)
it was designed to withstand fire
but that required the exposed metal ties to be coated in insulation (sprayed on) but the evidence was the the spraying was bad ....in parts no insulation
