What if.... My sister's friend who lives across the street who I've known for over a year has a hot older sister I just barely started talking to.... She's just turned 16 and is a sophomore and I'm 17 and a half and a senior. Given the fact that my mom calls her little sister (my little sister's friend) "part of the family" and she is a year and a half younger, do you think I should make any moves? Or is it risky....

No. I would avoid that. You have the entire world to select your date and you can well afford to spare a neighbor who is almost a part of your family.

What kind of ideas do you have in mind, so that you are so nervous and full of considerations about getting to know her?
You're not going to propose to her immediately or jump into bed with her the very next day, do you ??

If you have no such wild ideas , then, by all means make a very innocent move : get to know her. This won't bring about big shame in the family or ruin the relationship among parents.
There's no harm (no big consequences) in saying hi to her and get acquainted as 'friends'.
