You must obtain a Permanent Resident (PR) status first.
If you live (work or study) as PR during three years you can apply for the citizenship.
To obtain the PR you must apply through www.cic.gc.ca .
There 3 main schemes to become permanent resident.

1. If you have family in Canada (close siblings, mother, father, brother, wife, fiancee also can) , you can apply as family integration member.

2.If you are investor, you must have at least (250K) to invest . the investment shall not be in real state.

3. If you dont have any of the above you must try the Skilled application immigrant, for this you must have at least a college degree. This one is a points system.

Since you know French, I strongly suggest you to apply trough the Quebec province immigration programe.
Visit www.cic.gc.ca and you will see all the info there.

Canada, like the U.S.A. and many other Countries has an Immigration Office/Branch of Gov. You can usually access on line and find out the info you require. Since you speak French, you might have a "leg up" by applying in Quebec.
