Why not buy land and get a building permit, insurance and start one charging by the hour to have people use it? Seems if your town doesn't have one and there is demand it would make a good business.

Make up a contract and have as many kids sign it stating that if they had a park to skate at they would not skate on public or commercial property

City councilo is the way to go. Also, though ironic, you should work with the cops. They are wasting their time harassing teenagers who have nowhere legal to skate, or are causing trouble because of boredom. Would solve problems for them.

well i got the skatepark in my town made and all did is got a bunch of signatures and said we would really like a skatepark
and there will be less people skating on businesses and less trouble elsewhere
my skatepark is right behind the police station
