No, you have to seek it. People around the world who live in violent societies are moving to the United States to find peace. If you mean inner peace you also have to work toward that by developing mental attitudes that free you from turmoil. Try this book: "The Four Agreements" by Don Miguel Ruiz.

I agree, I believe that peace is already inside us when we are doing peaceful things, ie. communicating, sharing, relaxing. A way of breaking the peace is becoming too self-conscious in such a situation and thus breaking the flow of peace, isolating ourselves both inside and out. If we try to control peace or force the issue we are abusing peace, breaking the stream or flow with "roadblocks". Another theory is that peace is something so omnipresent that when we try to pinpoint it the view is distorted, a painting cannot be understood if you focus on one brush stroke just as a song cannot be defined by a single note.

Is this an inner peace or an outer goal.

If it is an outer goal, it has never been achieved. Looking or stop looking has nothing to do with it.

If it is inner peace, how do you find it if you don't search for it. Peace just does not happen.

No. I would say that if you want to find peace you should devote every fiber of your being to achieving it. Whatever you want to manifest in your life, you have to pursue it wholeheartedly. Why would peace be an exception to that?
