well the devil used to be an angel, called lucifer, and he grew jealous of God. actually the devil used to be God's favorite angel... until he "turned to the dark side"
so to answer your question: God did.

Sorry i am not against Christian.Think for yourself.God did not create this world if not he will had to be responsible for creating devil,why? The hardware is the body and software is mind.So this devil machine is default in the software.If not God must have create to betray him.Maybe nothing to do.Clash test.........lah.?

Everything works to the good....so even though the devil will do His thing God is bigger and is still in control!

God didnt create everything "good." He created bad in this world for us to be strong against ..jealousy, greed, hate, pain... to prove we are worthy of heaven.
