Nowhere in the Bible it says that God cursed people with dark skin.
Some people may misunderstand what it says in Genesis 9:25 ("At this he said: “Cursed be Canaan. Let him become the lowest slave to his brothers.” ") Why did Noah curse Canaan? Very likely Canaan was guilty of some abuse or perversion against his grandfather Noah. Though Canaan’s father, Ham, witnessed this, he did not interfere but appears to have spread the story. However, Noah’s other two sons, Shem and Japheth, acted to cover their father. They were blessed for this reason, but Canaan was cursed, and Ham suffered as a result of the shame brought upon his offspring.
Also, Mormons say that Jesus had appeared to the Nephite nation (fair-skinned descendants of Hebrews said to have migrated to America about 600 B.C.E. to escape Jerusalem’s destruction) in America after his death and resurrection and had chosen 12 Nephite apostles. The Lamanites (a people also of Hebrew descent) were rebellious and warlike and so were cursed by God with dark skin. Mormon’s account principally chronicled the ongoing battles between these two nations. The Nephites grew wicked and eventually were annihilated by the Lamanites, who were ancestors of the American Indians.
Jehovah's Witnesses are not racist. They preach to any kind of people. Many of Jehovah's Witnesses are black people.

The curse on Cain had to do with being banished from the neighborhood of the Garden of Eden. The land had already been cursed due to Adam and Eve, but the curse was increased due to Cains killing his brother. Gen. 4:10-15 & 24.
You maybe referring to the curse on Canaan, son of Ham, grandson of Noah, some have said that the curse to Canaan, "cursed people to be a slave to Shem and Japheth", meant that the black race was cursed. However, Canaan's descends were from the Palestine area. So his descendants were not of the black race.
No race has received a curse in the bible.

Because of their depraved practices, demonistic rites, idolatry, and child sacrifice, they came under divine judgment, and God gave to Israel the land occupied by the Canaanites. (Gen. 10:15-19) Not all the Canaanites were destroyed; some were put at forced labor, in fulfillment of the curse.—Josh. 17:13.

In the past, many Christian religions, Mormonism included, taught about the "mark of Cain." (If anything, Mormons got the idea from Southern Christians, who used it to justify slavery.) In modern Mormonism, however, this is no longer actively taught. It is not taught in the Bible.
The modern Mormon Church is not a racist church. I'm Mormon, and my wife is black. We were sealed in a Mormon temple, where the officiator told us that God approved of our marriage. My wife is treated well at church, as are the other African American members of our congregation. I've had a black bishop in several different Mormon congregations of which I've been a member.

That just like everything else in the bible there is not a clear answer.
This is how all these different Churches came about. They all have different interpretations of the same scriptures.
