My friend has an IEP diploma and was told he cant go to any colleges, is this true?

an I.E.P is an individual education plan. And my friend did ask his counselor and was told there were none.

What is I.E.P. ? another one of those bogus "accredited" collages ?

Your friend just needs to ask the counselor at the school for a list of schools that accept students who have graduated with an I.E.P. If there aren't any in New York (I would be surprised if there's not even one) then there will be some in other states.
But, having had an IEP, your friend needs to make sure that the college he attends also provides services to help ensure his success.
