There are vast numbers of heaven Rev.5:11; inhabitants or angels, Job 38:4-7; called morning stars and sons of God, Satan was perfect Eze.28:13-15; now a rebel and 1 / 3 of them are rebels [ God created them, then, there is the possiblility that they will be rebels ], Rev. 12:7-12; they did have rights to heaven [ Job 2:1,2 ]; until the time of the end, Eden to [ how much time here? ]as 6073 has passed, and to be is Rev.20:1-6; an end of Satan's power as god of this world [ 2Cor.4:3,4 ]; that ends, so they have a short time after cast down before the second coming of Jesus. The Lord and savior of the world.
So it is with man, they multiply by the billions, and who knows how many are rebels against God. 1Cor.15:22-28,51-53; John 5:26-29; Heb.9:27; ALL ARE GIVEN EVERY OPPORTUNITY, ONLY THOSE LIKE SATAN DO NOT MAKE IT AND HAVE SELF TO BLAME.

God did not create devils. They were angels once. Lucifer was once the most favored angel and leader of God's army but then he got too proud. Angles have free will like us, Lucifer choose to go against God's will and some angels sided with him. They then became the fallen angels and they decide to roam the earth instead and decieve man and divert man's belief from honoring God to glorifying themselves.
The actual battle is in the hearts of men, whether to follow evil or not. God is an all knowing God, He knows who are and will be called in His name. He knows what will happen in the end, God will destroy them all and bring justice to all. God will prevail but those devils will not go down without taking as much casualties (souls) as they can. People must understand that what God is giving us now is time and the freedom to choose which side are we. Our time is almost up.
And the purpose of it all is FOR HIS GLORY! ....something some people have a very hard time to accept. This world is not about us (humans), it all about HIM (GOD)!

Lucifer was not always the devil. He chose to resist obedience and serve mankind. He thought since he was with great power that his powers equaled God's. He felt he could ruler and this was a mistake. he was removed from the Kingdom of the realm of God and went through out the universe creating wars. 98 percent of the civilizations have been extinguished from the universe because of his influence.
Those planets destroyed themselves and he moved on with is legions of angels. One third of all the angels followed him in rebellion and finally he was confined to earth. Earth has faced the influence since the time of Adam. Man is still under attack. God created the angels but also gave them the gift of choice. They are compelled to obey, but those who disobeyed were removed by Archangel Michael and his legions. There won't be a fight. The battle is spiritual and the war is already won in actuality.

God originally created three archangels: Lucifer (who became Satan), Michael and Gabriel. Each ruled one-third of hundreds of millions of angels (Rev. 5:11). Lucifer ruled the pre-Adamic world with his third. He, along with his angels, rebelled against the government of God, and today he leads these now fallen angels, or demons, as the god of this world.
Genesis 1
Lucifer was a brilliant being—an “angel of light,” as are “his ministers” (II Cor. 11:13-15). The word Lucifer means “the light bringer.” This once perfect being originally brought brilliant light to all that were around him. But he rebelled and sinned—thus becoming the “prince of darkness.” His rebellion turned him into a twisted, perverted being. While of great intelligence, he has literally become an insane fallen angel, no longer knowing right from wrong!God placed the great cherub, Lucifer, to carry out His government on the earth, but Lucifer refused to carry out God’s will, God’s commands, God’s government. He wanted to substitute his own. So he disqualified himself
“So God did not create a devil. He created a cherub, Lucifer—perfect in his ways, but with the power of free choice—and Lucifer transformed himself into a devil by rebellion against the Government of God!”

God didn't create devils. He created us all with free will. we have the freedom to choose God or not. if He had not created us with free will He could have just made us all love Him. but forcing someone to love you is not the same as them loving you on their own. the devils are angels that are "fallen". they decided that they wanted to be on an equal level with God. that is not acceptable. so the answer to your question is really that God never created devils.

God created Lucifer, the most majestic of all the angels and the leader of the band, so to speak. He lead everyone else up there in worshiping God.
But Lucifer wanted to be just like God and so rebelled. He and one third of the angels were cast out of heaven.
So God did not create the devil. The devil created himself from pride, jealousy and wanton desire for power. Sounds like a lot of us, doesn't it?

In the proccess of creating mankind, God, in His infinite wisdom, gave us free-agency. It takes all kinds to make a world. He could have granted Himself the license to make us all 'perfect'. Yet, He chose to make a larger entity, the Human Condition'>
If we were all to be as perfect as He is, there would be no growth. Without "devils", we would not grow to be more 'God-Like'. No choice, no growth.

Satan was created a beautiful angel with free will. Satan decided he wanted to be God. That's why he got kicked out of heaven. One third of God's angels decided to go with him. They became the demons. Satan walks to and fro over the face of the earth. He knows he is going to hell and he is taking as many people with him as he can deceive.

He created angels to represent him and be his measangers. It was thier own free will that allowed them to choose to become devils. God knew some would, but that's because he isn't a task master, he's a lover. He wants to have his heart knit to hearts, not to drones
