Noah was a righteous man, blameless among the people of his time, and he walked with God. every other man was wicked and had only evil inclinations. Moses followed God, and proved God's strength, because he had little to no leadership or public speaking abilities, yet God caused him to do both. as the leader of the Israelites at the time, God gave Moses the 10 commandments, but Moses did not write them. God wrote on the stone tablets with His finger.

Noah found favor in the eyes of the Lord (Gen. 6:8)
Noah was a righteous man and he walked with God (Gen 6:9)
Noah did everything just as God commanded him (Gen:6:22)
Moses was tending the flock...God must have known
a good shepherd could also be the Shepherd of God's
people. God knew Moses would follow instructions perfectly
and could bring the captive people back home. So, He
chose Moses and He chose Noah. God knows best.

The Torah doesn't address the reasons for Moses' selection.

As to Noah, we are told that "Noah was a righteous man; he was blameless in his age; Noah walked with God" (Genesis 6:9). Beyond that, we aren't told the reason for God's choice either.

I'm guessing that the Talmud addresses the reasons, but I'm unfortunately not a Talmud scholar; if you want to talk with one, though, I'm sure you can contact a rabbi who will be happy to tell you his/her take on the question.

With Noah it says, "The LORD then said to Noah, "Go into the ark, you and your whole family, because I have found you righteous in this generation." Gen 7:1

As for Moses I think it's because of his humility - a humility which he didn't have at first, but through humiliating circumstances he developed.

only fabled hogwash . the laws of hamurabi long time preceeded the commandments without political superstitious ploy and Noah never built a raft or boat but was a story handed down from Egypt and started out a a fable till the hebrew elders lied and it become known as a true story.

God calls prophets in every dispensation to carry forth his word. Moses, Adam, Noah, Isaiah, Jeremiah, Ezekiel, and but a few of his prophets/ Prophets are essential for sharing the revelations of God to the earth's inhabitants. Likewise, in this day and age, there are prophets to teach of God. These prophets likewise share God's revealed word to the earth in this day and age, just as in times of old. Those prophets are found leading the Church of Jesus Christ of Latter day Saints, ie the Mormons.
