Has Johann Gottfried herder ever said this...?

I saw a non-English quote which meant "If you don't know how to wrap it with the bandage, don't touch the wound" in English and was attributed to "Herder". Does anybody know which "Herder" said this and what the exact English version is? Please give me the web page to verify it. Or show me the web page with the the quote in its original language.

The original language is probably German.
