Go for accuracy first - do it right, and do it to the beat of a metronome on a slow speed - slow enough so that you can do it perfectly every time. Then SLOWLY increase the speed of the metronome, and repeat the arpeggion at the increased tempo. You will be amazed at the increase in your speed. Also, be sure to RELAX while you do it - muscle tension is counter-productive to your speed - relax and your speed could potentially double almost immediately - it happened to me!
