Yes I was in Phoenix during the Phoenix Lights...
Having lived near military bases most of my life I don't buy the flare explanation unless the flares used were new technology they didn't move or look anything like flares I have seen dropped from planes for most of my life...
My best guess is the lights were some sort of new technology being developed... Our government is really big on keeping secrets when it comes to new technology often leading to the public making huge assumptions as to what they are seeing.. Case in point Stealth aircraft.. Stealth aircraft have a silhouette so different from other aircraft that they were often reported as UFOs before the technology was officially unveiled...

Yes, I have seen the Phoenix lights. They were flares dropped by A-10s miles away from Phoenix.

I watched a dvd on it. I have never seen the supposed/actual Phoenix Lights.
