It appears that the last place mentioned before He states these words was in Matthew 17:24 "After Jesus and His disciples arrived in Capernaum,..."

REVISED: I was mistaken, sorry .... after further study......It appears from Chapter 19 that he was in Galilee because it says in verse 1 "When Jesus had finished saying these things, he left Galilee and went into the region of Judea to the other side of the Jordan.

It appears that he was in Capernaum. If you go back to Matthew 17 ..... it appears that all that is said is a continuation of the conversation started in Capernaun. Maybe at that house of Peter I believe.

24After Jesus and his disciples arrived in Capernaum, the collectors of the two-drachma tax came to Peter and asked, "Doesn't your teacher pay the temple tax[b]?"
25"Yes, he does," he replied.
When Peter came into the house, Jesus was the first to speak. "What do you think, Simon?" he asked. "From whom do the kings of the earth collect duty and taxes—from their own sons or from others?"
