You'll never know until you try. (I'm 19 by the way,) So, if you feel up to it and think that you can take whatever answer that he gives you, I'd just go for it and put the ball in his court for this. If he only acts like he cares for you sometimes, it's just because of his young age, so don't get too wrapped up in how he acts really. But, I'd just give telling him a try. The only "bad" thing that can happen is that he won't feel the same way. But to me I say that if he doesn't, it's his loss and you could find someone much better that can return your affections. This may not be what you want to hear nor read, but get over it and DON'T try to persue a relationship with him. Let me expand on this one. You two have a long friendship and you don't want to potentially ruin that if you take it to the next level. You have to think on the terms of, "What happens if things don't work out?" "Can we stay friends if we break up?"
You also have to keep in mind that he may not feel the same way about you. You may end up gaining a lover in him, but you could also lose a friend. Now you have to ask yourself if you value him more as a friend or a lover.
Do yourself a favor and crush on someone else.

Well, I hear many people complaining about things like this. You have to tell him. For your own good. Just be like, I know we have been friends for a while, but I feel that I am starting to liek you more than a friend.
Don't waste your life in regret.

my advice is don't waste 3 years of your life hoping he'll come around, because most likely, he won't. i'm 25 and this is what happened to me. it's no fun at all. but if you have the guts to tell him, go for it - you'll never know if you don't try (that's kinda my new philosophy on life & love). good luck & i hope things go better for you than they have for me...

lol im 10 andd this is what u do ask one of ur friends to ask him if he likes you and tell ur friends to tell u if yes or no thats what i do or jut chill around my crush
