I have the same problem. I am overweight and I have bad arthritis in my knees. I can't walk downhill at all without a walking stick. So I got a treadmill and it has helped a lot. They hurt for the first few minutes but then the pain goes away completely. In fact the only time my knees don't hurt is when I am on the treadmill. I do half an hour, twice a day, at 2.5 or 3mph, depending how ambitious I am.

Are your knees bad because you're overweight? If so, try swimming, it's really good for your entire body and you'll lose a good amount if you do it regularly. Once your weight has dropped a bit, you should do some leg exercises like squats to help strengthen your knee muscles. If your knees are bad for other reasons, then just stick with the swimming.

Exercise bikes and elliptical trainers are the obvious choices. They are no impact, burn calories at a fairly good rate, can be done at any level of effort (unlike running). The elliptical trainer also will help upper body toning. Aim for 20-40min. 3-4 times a week to start. The effort level should be easy enough that you can talk, but too hard for you to sing. If you are training indoors, bring an ipod, or better yet a friend to talk with.

Exercise in the pool. No stress on the knees plus the water resistance is good for the muscles. There may be some exercise programs at some of the pools in your area. Call them and check.
My best,

Ride a bike, hula hoop, bowling, roller skating, walking. Do you truly know that your knees are bad from x-ray reports or do you just think they are bad because they hurt etc? If you haven't had your knees actually checked out by an orthopedic doctor I would suggest doing that as many time they can fix what is wrong.

There are a number of exercises that you can do in a pool that you can't do otherwise. Some places offer exercise classes for adults in a swimming pool.

water would be the best, because it makes you weightless
if you cant do that, sit in a hard chair and raise your legs, touch your toes and do different things with all your limbs
make sure you turn at the middle to help your tummy. and breathe right.
good luck
