I agree that calling the base cops (In the Air Force we're known as Security Forces) first. Call the base operator of the installation you'll be visiting and ask for Pass and Registration(sometimes called Pass and ID). These are the folks who handle visitors passes.
As for getting onto the base with a criminal record it shouldn't be a problem unless you have a warrant out for your arrest(depending on what you were convicted of. failing to pay parking tickets is one thing, but felonies are another!). We are cops, therefore we have access to Law Enforcement databases and with a small area to patrol are very good at catching folks who try to lay low. While on the installation your escort is responsible for you so remember your conduct will directly reflect on them.
As for your friend getting into the Army with a criminal record I'm not sure how that's possible. Last I heard you even had to have a credit check to enlist. If a bad credit score could keep you from enlisting than a criminal record CERTAINLY would!!

If you have a criminal record you CAN get on base, if you have a warrent, then your just stupid for trying, because you'll be arrested. And I cant help but notice you said that your friend JOINED because of a record? You are just asking about getting onto the base right? If not you can still join the military with a record, you just need a waiver.

upon entering the Base ask the guard at the gate he should direct you to Pass and registration (its usually near the gate) Youll need a Valid ID to get through.......once you get to Pass and registrtion they'll answer all your questions. You shouldnt have a problem ,depending on the criminal record of your friend

Interesting, Some of our bases used to be open bases, Some still are. Your best bet is to call the Provost Marshall at the base you need to enter. (Also known as the Military Police)
