No, but it is a social faux pas in most churches. And that is more likely to bring severe punishment from the church than anything a god would do for a sin.

It is actually against the law to expose oneself under normal conditions. Breast feeding a baby might be a reasonable exception. We are to "obey the ordinances of man" or obey the law, unless they violate God's law, and this one clearly is in line with decency and morality. So YES emphatically YES it is a sin except in a rare instance.

This is judged on a case by case basis and you will need to submit some pics unless you are a 60 year dude or a dude period with man boobs or without in which case the answer is yes it is a sin, for you.
