Take medicine specifically for nasal congestion.

Also, I strongly recommend (especailly before you sleep) to apply some Vix underneath your nose and throat to help clear and soothe your throat helping you sleep in comfort.

And, for the long run, try putting an air purifier in your room/home because it will help circulate the air making the air cleaner and fresh.

As well as what kbella01 says, for a quick fix, try the following:

Put a little Vicks, or eucalyptus oil in a bowl (your grandmother would have used friar's balsam), and then pour very hot (preferrably just boiled) water into the bowl. Then get a towel, and place the towel over your head, and lower your hear over the bowl (not touching the water, of course), so that the towel covers your head and the bowl, and breathe in the vapour for ten minutes through your nose. It is not unpleasant, and soon clears the nasal passages. A vaporiser used at night acts in the same way, only slower.

This isn't to safe, but, I get a little water in my nose...
