Like say your scared to ask this girl you like out.. how long does it take to finally ask the girl out that you've been wanting to ask her since whenever?

it can take years maybe even a lifetime
there really isn't a timeline on these things
someone has to step up and ask the person out

There's no actual time table, schweety. No 2 people or situation is the same. It depends on the circumstances. If you think you've got what it takes, you can make the 1st move. What have you got to lose? If the guy is shy he may need you to Woman up.

If I like a girl and she if friendly/easy to talk too. I will ask her to go out after having a nice conversation.
If she acts as if she is too cute I may not ask her out at all.
In the future if I run into her I will say hello and if she look like she wants to talk I will start small talk (nice weather, how was ... and so on). If that works then I will ask her out.

well depends on the guy. Some write a note, get others to do it, or are to nervous. I asked my girlfriend out, but it was really awkward but it was worth it. Find out the type of guy he is. Does he know you like him? If not tell him or get someone to tell him, and he'll ask you out. Also you could get some of your girlfriends to go over to him sometimes (when you're not there) and have them say "Ask her out please! It's taking you forever! She can't stand it any longer! Be a man, just ask her out! Go for it! When are you going to ask her out?!"
stuff like that.

when he realizes that he has nothing to lose. before that he will be too scared of rejection.
if you are waiting for him to ask and you know that he likes you and you know that you like him. then maybe you should try asking him out first just to show that you are interested. i guarantee that it will make him more relaxed
