I live in an apartment building and two months ago a new neighbor moved in next door. They have a chihuahua that barks at random times of the day, but for no less than twenty minutes at a time (twice it was for an hour). I can hear it OVER the tv and even while I'm the the furthest room from the neighbors with the door closed and tv on. It just has this annoying pattern to the barking that quite frankly gives me anxiety and sometimes I want to hop the balcony and kidnap it. I have never spoken to my neighbors but when they speak, they only speak spanish and I don't know spanish or I might say something. I have called the management and they said they would leave a note. I called another day and they said they would call the tenant. Do you guys have any good ideas of what to do? I'm not an evil person so I can't harm the little rat but it is really driving me nuts. Help!?

I would check my lease and see if there isn't a clause about noises and nuisances. Then I'd point out to the management that if I had a party and made the amount of noise that the dog is making I'd probably find my lease had been broken and I'd be evicted. I'd say that at the very least I expected them to enforce my right to peace and quiet as fully as they would if it was my party that was making the racket. These kinds of clauses are in leases for a reason. You have every right to press the building management to cure the problem. You could suggest that the manager give the dogowners the option of purchasing a bark collar to train the dog or require that it be placed in "doggy daycare" or otherwise not left alone in the apartment at any time. At the very least, building management should be giving this tenant a warning that the dog must be trained to be quiet.

Are there 'Quiet Hours' where the noise should be kept to an absolute minimum? If there are and the dog barks at those times, complain to the landlord about noise violations.

If there are no rules against pets in the building, and there are no 'quiet hours', then, unfortunately, there isn't much you can do. Some people are just inconsiderate of others.

When someone says they don't speak English so they don't have to do something. I find if you shoot them in the foot they speak English better than you do. I hope this helps you.

Even if they speak spanish you should try to confront them.
They might know some english (well they should!!) but you never know.
