You need to be a little careful with this one. (Isn't it amazing how two people have answered it without seeing what you are asking?)

Quite clearly, 0835 is a time in the morning; 0835 pm does not exist. The time is either 0835, 8.35am or 8.35pm.

In the absence of any definitive advice from a solicitor on here, find a traffic law solicitor who does fixed fee interviews and seek his/her advice, including how to word any reply.

My gut feeling is that, because of their typo, this form is void, but it would be stupid to get an increased fixed penalty or court appearance if the legal advice is to the contrary. Whatever you do, do NOT take the advice of someone on here as definitive unless you are sure of their credentials.

Act quickly and don't exceed the time limits on this. Reading between the lines, I presume that your partner WAS speeding at 8.35am so you need to be a little contrite.

Best of luck and can you please let me know the result?

Sometimes the police are given a wrong registration number. When you are involved in a hit and run accident, it is all too easy to jot down the wrong information. It is quite likely that someone thought he'd noted the number, but got it wrong and that your car just happens to have a number close to that of the other car, which is why your registration number was given to the police. It is on the whole unlikely that the remaining details of your partner's car would match up, so she would be unlikely to hear any more about it. If nobody was driving it, then that is all she needs to state on the form.

It sounds like someone reported a vehicle with your partners license number at the scene of an accident of crime at 8:35pm on the date in question. Are you POSITIVE no one was driving the car at the time? If you are, just tell the truth.

Tell the truth.

Tell them who was driving at 0835hrs or 8.35am and who was driving it at 8.35pm or 2035hours.

If the answer is no-one then as long as you tell the truth then no-one can arrest you for perverting the course of justice by telling lies. Otherwise tell them who was driving. You can't beat the system.

She has to give the information that police have asked her to supply, picking on a typing error will not help her to get out of it.
