In my experience it's emotional blackmail and nothing to do with love. If he really loves you and doesn't want to lose you then he will want to address what made you mad in the first place and sort it out.
The real indications of love are not seen so much in a crisis situation but in everyday life, he accepts you, he'd rather be with you than anyone else, he does little thoughtful things just to make you happy.....

I had a guy once ignore me for MONTHS only to show up at my door out of the blue to "take me to one last dinner" the day he found out I was moving 500 miles away to be with my new boyfriend. He took me to dinner alright... and when we got back to my apartment he sat there crying and saying how he wished he had paid more attention to me.
Then, when my boyfriend called, found out he was there, and insisted that he leave, the crying guy suddenly switched into begging mode... he wanted to get laid, badly, and that's all there was to it. I made him leave anyway.
Don't be fooled... it COULD mean he loves you, but it could also mean that he's upset that you could be revoking something else.

If the reason you got mad and left if something stupid then you should stay.
If it was something justified and the relationship isn't working then you should still leave him.
Tears don't change anything. It really isn't that big a deal that he cried...

Yes he sounds as if he really is in love with you. Don't knock him back, get in touch and say you are sorry that you got mad at him but want to make up with him.

There are so many possibilities of man crying.
Good part: he is honest with his feeling, he can show you the weak part of him
Bad part: he could have problems with controlling his emotion
or fear of abandonment.
Try to observe him, I trust you can find out.

He might BE IN LOVE with you - different from loving you.
He might be manipulating you - also different from loving you.
He loves you, he'd tell you so. He'd tell you why. He'd tell you every day.
Just because he cries doesn't mean you need to run to him with a box of tissues. It just means he's suffering. Now this might be because of you, because of his feelings for you or because of something else completely.
(In fact, he might not be suffering at all and just wanting you to think he is)
