I once worked with this woman who did not speak a word of english, not even "hello". I asked her how long she had lived here for (through translation) She said 10 years. For the moment I was stunned but in reality really not surprised. She sounded as she had just crossed the border the night before

No I worked around her quite a bit and she couldn't even say hi in english. And she was in her twenties

I think that is a very interesting question, and I have also heard that immigrants in other countries (like the Turkish in the Netherlands) refuse to learn the local language...

And of course, that is also the case for many Americans who move to Mexico and they are just unable to learn Spanish....

Maybe that kind of people does not really enjoy the culture, I do not totally understand it....
Besides, as you said, not all are like that....I met Mexican immmigrants who work in many restaurants and they at least hold a simple conversation in English...

because the British taxpayer grants the finance for interpreters, translators and printing of information. Blind guy - so that they are all prepared to learn English are they. unusual how my brother changed into instructed by ability of his company he had to learn Polish because the great kind of Polish drivers operating at his agency REFUSED to learn English. for sure, my brother instructed them to adhere it and left.

To be quite honest and blunt, I have found this strong sense of arrogance and lack of motivation to improve and progress in a lot of the illegal Latinos. As I heard from an American born Latina, most of the latinos who came here illegally were in the lowest of social cast in their country and they simply don't value learning and education because that's supposed to be something for the upper classes. I guess after generations of believing that you shouldn't and can't learn, it's no surprise that they only want to go with what's easiest.

If it isn't because of little exposer to people than it would be because they have no respect or lack the values to learn the language of the country they are living in..
I was in another country for awhile. Out of common decency to the people around me I learned what I could. Isn't' that a courtesy we should extend? Or are manners outdated anymore?

It's not so much refusing to, as not /needing/ to. If you come to America from Myanmar, and settle in Fresno, you're not going to meet a lot of other people who speak Burmese. Your choice will be learn english, or be unable to communicate with anyone. You will learn english.

If, OTOH, you come to Fresno from Mexico or San Salvador, you will find more than a few people with whom you can have fluent conversation in Spanish, you will find some stores have signs in spanish, many products are labeled in spanish as well as english, and that official government literature is mailed to you in english and spanish. You will even be able to get a ballot in spanish. You do not /need/ to learn english. So you may or may not do so.

Why when you have guilt ridden liberals ready to bow down too them along with Bush. So many are selling out the USA on both sides and it most stop now.
We welcome those who come here through the front door and wish to be a part of the American dream and not change it to the third world they left behind. By this bring and add to the pot and make it better but other than this leave the USA if you do not like what we have.

You don't need to know that much English to do low-level, low income jobs, and they maintain ties with Spanish speaking communities and friends.

it is because it is tolerated. For instance when you go to a coffee shop and you tell the person behind the counter what you would like, they look over to their partner and start speaking Spanish. They have no social etiquette, so how can you expect them to do anything but what they know best...keep speaking Spanish

for some like my brother in law it could be embarasing. it may take one or two times trying to say something and have someone laugh or just plain get irritated at him because they can't understand. for others it usually takes someone to talk to them and get them to feel comfortable in learning. like my husband. he managed to understand most of what his boss told him. then we moved in together and he picked up more. but his english is very unclear. so anyway it is all about having someone around to teach them. maybe if you see a co worker who won't say even hi, tell her hi everyday anyways. maybe she will open up and say it back. it worked on my brother in law. and he is very shy and insecure.

i think that if they are going to live in America.. they need to speak some english..

and i don't know how someone wouldn't know how to say 'hello' if they live in America for 10 years!!
