My best guess would be that they're bored. Or maybe they're just trying to get the two points for answering a question without making too much of an effort.

Actually, the response "what?" can be quite helpful. If an asker gets enough of those type of responses, he or she should realize that they haven't communicated their thoughts coherently enough to be understood, although an answerer should ask a more detailed question, if they were going to be polite about it.

You can reply by adding more detail. I have said what, because sometimes people just don't make sense. And they talk like morons or they just didn't have any point

Well, I've seen some questions that have horrible grammar, excessive chatspeak, or just flat out ramble.
I've posted things like "Please clarify your question." or "Please resubmit your question and correct the spelling. There is a 'check spelling' link you can click if you require assistance." in these cases. I can understand someone replying with "What?" in one of these situations... it would make sense, although further explanation would be helpful.

I've never done it but if i ever do it'll be because I have a desire to help the person but I'm not really sure exactly what it is they're asking
