Does any1 know of any Underground/subterranean city's are being thought of or being built?

Not just bunkers and where houses and crystal city, but ones that are suppose to contain a small civilization. For example the one that was on the first episode of star trek voyager.

Several Large governments run large deep-earth facilties (think Norad) but I dont think they qualify as independent civilizations.

People are poor. A capital intensive infrastructure like that would be very expensive. Little things like Air, Light, and food become hugely problematic. Oh, and what happens in the case of a significant earthquake?
