If it is a large truck with air brakes,there is a small lever on the dash that shuts off the air pressure to the rear wheels allowing the spring brakes to engage.a smaller truck has a large lever on the floor at the side or front of the seat

Depends on the model.
On vehicle with air brakes, the air pressure stored PREVENTS the brakes from engaging. A drop in air pressure allows the spring loaded brakes to engage and stop the wheels.
The emergency brake, then, is a device that, quickly, dumps the air to lock the rear brakes. On some models, for instance, it is a large red button to the left of the driver's seat. (left hand drive)

class 8 truck the e brake lever is on the right side of the streering colum. the buttons on the dash are for parking

ON ALL TRUCKS THAT ARE UNDER 26,000 POUNDS THE EMERGENCY BRAKES ARE ON EACH REAR WHEEL THAT IS PART OF THE BREAKING SYSTEM.
