I think you should give it time, at least six months; the honeymoon period will be over, and you'll know your partner's quirks and annoying habits.
I completely disagree that you should say it when you start flirting with someone; if that was the case, I'd have told a hundred guys I love them, and that's not true.
I also disagree with telling someone you love them when you propose marriage. If a guy proposes marriage and he's never said he loves me, there is no way I'm going to accept!
Say it when you mean it - when you really, truly mean it. When the butterflies in your stomach don't flutter as much but you're still very happy and grateful to be with the person, even if they spit toothpaste on your mirror and steal all the covers and never buy you flowers. If you can deal with the bad and actually find it endearing, it's love.

I may not know much about love but for me it would have to be at or more than a month...you cant rush into things to fast...
but dont take it too slow...or when ever YOU not anyone else
but YOU TRULY DEEPLY feel the LOVE between you and whoever it is..then you can say the 3 words...I LOVE YOU

When you get engaged. If this person isn't "the one," you won't have emotionally tied yourself up with them as much as if you had said you loved them. I love you is a very powerful phrase and should not be taken lightly.

i waited a year. it's best not to rush such things. if it's love there is no time limit...unless you or him die in a horrific accident, and you never get the chance to tell him. But then again it wouldn't have been meant to be anyway.
