you don't have to but it would be a nice, unexpected sursprise that basically says "welcome! happy to have you here!" or something like that. but it is not necessary as long as you are very welcoming :]

A gift may be a little weird. Take him to lunch, and possibly get him tickets to some sort of evening entertainment or dinner, but only if your expense account will cover it. It may send him an odd signal if you paid for this with your own money.

If you are closing some kind of business deal, kissing their *** would be a plus but I am saying "X" the gift. You don't know their likes and dislikes and you could inadvertantly offend someone. Lunch and pleasant, witty conversation is enough.

If it is work related, there is no need for a gift. Just be nice and take them out for lunch and dinner if possible.

It might be nice to put together a "welcome to your city" packet that has brochures of things to do in the area. But most businesses would just offer to take them to lunch. That's what my company did last week when a guy came from Pennsylvania to do training and he'd never been to Houston before. We were the trainees in that situation though.

You can give him/her a sovineer (maybe about the town) to remember their visit when they are leaving :)
