My friend was and she was able to stay here and she got married with no problems. Just go get married, then you don't have to jump through so many hoops. Go to Vagas or Tennessee.

He'd have to file a fiance visa from his country of origin. be prepared to pay lots of money and wait six months at least to get the process started. not sure it'd work, since he's been living illegally there. if the gov't finds out, he'll be declined for a visa.
you can get married without a visa or anything, but he'd still be illegal and they'd deport him in a heartbeat.

He's illegal no matter how you want to put it. Fiancee Visa is not the answer except to you. Start by finding a way for him to apply and become a legal US citizen. If you don't do it right now, you'll never want to do it right in the future.

Usually, when someone is illegal in a country, they can apply for change of status based on their new status as spouse of a US citizen.

It can work, however, expect some problems in the process and it is very likely, he will be asked to leave the country for a period of time, then return as spouse of a US citizen.

If he is here illegally and she is not a usa citizen then No. If he is illegal but she is a usa citizen then she can file for a fiance visa for him but he may have to go back to his country and wait.

What you do is: stick to for the fiancee visa. while she gets it, you pass to Mexico, have your wedding ceremony events, then fly back right here jointly and get legally married. it will be plenty harder to pass back to Mexico after the marriage.
