For me, it means to wish a person good fortune, that s/he will not have to face any big problems as s/he goes through life.

"the wind always at your back" - means to move forward faster

"sun always upon your face " - means to have your goal always in front of you. you do not lose track of what you want

" winds of destiny carry you aloft to dance with the stars" - means that your destiny would be to become a successful person in whatever endeavor you undertake.

The "wind at your back" part, almost for sure, harkens back to sailing days, when a tail wind was the easiest way to move and navigate. The "sun upon your face" part, PROBABLY reflects the time when European explorers tended to find NEW lands to discover and explore by sailing West, into the setting sun. The rest, is, obviously, pure poetic metaphor, describing a future of endless discovery and fortune.
