Do you mean "come into flower"?

A. It isn't Wiccan specific although I know a few who teach it like it was.
B. It means to come to fruition, after working towards something.

There are also Victorian pieces of literature that use the term "flower" or "rosebud" to hint discreetly at a woman's private parts. I guess it's a Wiccan term then! lol
