make it very clear to him how much you would enjoy it. If its something he's uncomfortable with show him other ways he can please w/o using oral. eventually he may get used to it through other acts.

Well I'm not sure why not. Maybe he doesn't like going down on girls. Some guy's are like that, some actually find it gross. I really don't know what do say on this. It's either just him or maybe it's something about you or your "special area". Wash well before putting it all in his face, maybe shape up or shave down there and maybe even dash a little powder before sexual situations occur. If it's not him and you do all that then maybe he's just not in the mood for that type of thing.

You need to have a talk with him. Maybe he has never done that before and is embarrassed because he isn't sure what to do, maybe he doesn't enjoy it, or something else. You should be able to talk with him about this. Do you return the favor for him? Try going down on him first and then guide him to go down on you. Maybe he needs a little confidence. Talk with him. :-)

Well, if that's something that you really want and you are going unsatisfied then it might be time for a new boyfriend. By the way, if he wont, then you shouldn't for him. Got to give some to get some is what I say. ;-)
