The Remington 700 SPS chambered in 30-06 is a great rifle for the price. One can normally be purchased for around $450. They have a synthetic stock and have a rough non-glare black finish. Do not be swayed to purchase the Remington 710. It is a cheaper version of the 700 SPS and is not worth the lesser price.
You could also go with the Weatherby Vanguard Synthetic. Priced at about $500 these are also very nice rifles. Accuracy is superb with weatherby and their customer service is great.
You could then top either with a Bushnell Elite 3200 3-9x40 scope for around $200 and have a really nice setup.
Either way you go will provide you with a rifle that will last for years to come. I personally own a Vanguard Synthetic in 7mm Rem Mag and it has never let me down. I hunt with a bunch of guys that shoot the Remington 700 SPS in a variety of calibers and I have never heard any of them complain.
Either one of these rifles will cost you less than an equal savage model.

A Savage rifle will fill the bill. Savage makes a good accurate rifle that you will enjoy for years to come. $200 for a good scope? I'm not too sure about that. You can certainly get a sort of good scope for that but to get a GOOD scope you will need to spend about anther $75 to $100 for something like a Leupold. A Savage and a Leupold scope will give you a really sweet setup. I think you will be real close to having enough money if you have $700 in your bank.

Savage is a great rifle for you or anyone who wants a quality, accurate, lifetime rifle. I can shoot consistent Three (3)* shot groups at 100 yards you can cover with a quarter.* You can't go wrong with a Savage.* Mine also is a 30-06.*

Don't let the reasonable price fool you; Savage makes a quality rifle that is accurate and lasts forever. Check out the 110 in 30-06. They just don't load them up with frills, they are made to get the job done and last a long time.

I have made this same recommendation numerous times in these pages and stick by my recommendation of the Savage 110 with a great scope on top. The weapon is inexpensive, a great shooter right out of the box usually and the cost savings allow you the benefit of putting some real good optics and base on it.
This is all the hunting gun you will ever need in .30-06. You can pay for prettier weapons, but none better for the money in my humble opinion.

I was at Walmart last week and saw a Mossberg 30-06 ATR for $250.00. I shoot Mossberg and have for years thought of them as a very dependable gun and have never had any problems with them. A good rifle is one thing, but take some time researching the optics you put on the gun. I also found a good new Bushnell Banner variable dawn/dusk scope for $130.00 on ebay. My brother did buy this scope on ebay and it is the real deal. There you go.... a good setup for $380.00.

If you're looking for a brand new rifle, I would take a look at what Wal-Mart has to offer. Don't focus on the display case, but look at their catalog. Wal-Mart can special order many rifles for a considerably cheaper price than you would normally find at a gun store. My first rifle was a Savage 110 and it came with a 3-9x bushnell scope. Of course this was almost a decade ago, but even then it was fairly cheap. I believe it was 320 for the entire package.
If you're looking used, keep an eye on these websites:

You can usually find some awesome deals for firearms as long as you're willing to buy used.
