Resident Foreigners can be here on different visa types: H1, L1, Green card, etc. They do have to pay income tax but they do not have to pay SS taxes if they are on H1 or L1.

H1 and L1 visa types *do* pay FICA/MC taxes.

There is a narrow exception for NON-RESIDENT students in F1 and J1 visa statuses.

Resident aliens even owe self-employment taxes.
