The amount of noise from the PS3's fan varies.

When you first turn the PS3 on, you can't even tell that it's on because it's so quiet. After about 10-15 mintues, the PS3's fan will spin a little faster and you will be able to hear the fan a little bit.

Also, when playing some games, I've noticed that the PS3's fan will spin a lot faster when playing certain PS2 and PS3 games.

But if the PS3 has been on for a while, you will be able to hear the fan and sometimes the fan can get pretty loud, but it will quiet down again after a few minutes.

Basically, the PS3 is constantly maintaining a certain temperature by spinning the fan faster at certain times, and spinning the fan slower. The fan noise isn't constant and varies. But the PS3 can be quieter than the big PS2 though.
