Your state should have a some kind of prescription drug program available for assistance with the poor. You can try looking in the White Pages in the blue section in the middle for the Govt offices that exist. They list the Fed, County, State and other local offices in there. You can also try a search on the Internet. Also one other option if all else fails is there are many case studies that test new drugs for ailments all the time and the meds are free. They have uninsured programs run by the State and several case studies currently going on for HIV meds so I would assume that some would exist for Diabetes suffers too.
Besides if the Govt has to take care of the illegals then there should be programs for its citizens but yet it is America so that might not be the case unfortunately

IF the person lives in the US, yes. Many pharmacudical companies have free medications for those who cannot afford it.

contact the family independence agency in your area, or the child welfare agency depending on where you are from. the doctor should also be helping with this, with medication samples and things. good luck!

call social services in your area. they can often help out. they helped my family when my dad had leukemia. (referred us to sources that helped.) also calling the county hospital in your area could help. they often have resources to help.
