NATO is kind of the next step for UN operations now.

A UN observer force goes in under a UN mandate and can only observe. They usually cant handle a situation when it arises. So the UN will authorize NATO to take over and NATO will actually have a set of Rules of Engagment that they can actually do something.

Bosnia is the prime example of this.

NATO was originally formed to unite western Europe against the Warsaw Pact, but after the WP fell, they took over managing threats to Europe. This later expanded to other UN failures.

Today, since terrorism is a threat to Europe as well, NATO is currently heavily engaged in Afganistan. So terrorism has kind of become the new "Warsaw Pact" for NATO.

NATO is currently explanding absorbing a lot of the former WP and even has partnerships with nations in the former USSR and Northern Africa as well.

NATO's original function was to keep the Soviets out, the Americans in and Germans down. Did exceptionally well at all three until the early 90s when the Soviets collapsed and the Germans reunified.

Peacekeeping has become their new purpose since then. The US didn't intervene in Bosnia/Kosovo mandate, we did it with NATO. NATO is also the driver for the International Security Assistance Force (ISAF) in Afghanistan.
