I think "hot" and "cold" are quite obvious, hot meaning someone who is living a fruitful Christian life, working for the kingdom of God... Cold is one who rejects the things of God, and living to satisfy themselves. The "lukewarm" are those who infest the churches by habit, showing up for their traditional once-a-week (or less) social appearance, only half hearing the message preached and having little knowledge or even interest in what is correct doctrine, let alone helping bring that to those who don't yet know Jesus. They're full of excuses, their life focused on anything but spiritual matters, and oblivious to the power of the Spirit. "These people honour me with their lips, but their heart is far from me." ~ according to the Lord Jesus.

Those who say they are "on fire" for the Lord but it is not seen in their hearts, minds, or actions.
***UPDATE**
FYI, in Revelation when it speaks of the Laodecians as being lukewarm, they actually had lukewarm streams that came from a spring.

The lukewarm ones are the ones that can't seem to make up their mind spiritually speaking whether or not they're going to be committed to serving God or living like the world wants them to live. They try to do it both ways and it simply CAN'T be done for the Scripture says, "No man can serve two masters. For he would love one and hate the other (serving God, or living in sin)".

I believe the following scripture describes the luke-warm...
2 Timothy 3:1-5
But mark this: There will be terrible times in the last days. People will be lovers of themselves, lovers of money, boastful, proud, abusive, disobedient to their parents, ungrateful, unholy, without love, unforgiving, slanderous, without self-control, brutal, not lovers of the good, treacherous, rash, conceited, lovers of pleasure rather than lovers of God— having a form of godliness but denying its power. Have nothing to do with them.

mmm well you see i dont think i can point a finger at least i wouldnt like to!
I can be exceedingly luke warm at times. So think if the shoe fits wear it.
But i do know that it can be applied litrally to the Laodecians in that they had hot springs running through their land but they were also a spiritually luke warm people.

To say you are on fire is not enough. The Lord spoke of love and compassion. That is also a part of that fire. Love everyone and show it.

Perhaps they are agnostics...those who believe that God may exist, but cannot be proven.
On the other hand, maybe they are those who do good deeds and profess Christ as Lord, but never really believe.

The fence sitters. Those that say they believe in everything--the Bible, paganism, evolution and creation, doctrines of men. The Bible makes it clear we can not be a slave to two masters--notably God and Satan. (Matt. 6:24) In life, we must make a firm choice.
