Well, yes, God commands us to obey the laws set forth by our governing bodies, and it is against the law to harbor a fugitive. You have the freedom to do so, but you also have an obligation to be a good citizen and take that person to turn them self in to the authorities.

No. It is illegal, though, and some Christians might say breaking the law is a sin. I, however, do not.
