I personally would design online as well. I see you're not in the US, so I don't know about shipping, but at least you can play with the design without paying anything yet:

You probably have software already on your computer to do this. Microsoft Word does an excellent job. Microsoft Publisher is a little easier for novices to use.

The actual business card paper is available from any stationery store such as Staples, Grand & Toy, etc. The come in an 8 1/2 x 11 sheet of paper with extremely minute perforations so the cards pop out without noticeable edges.
