basically its a matter if "sensing" when the relationship has stalled out or has started a decline. not only with guys but with the girls also, there seems to be small attitude changes that makes you feel uncomfortable when you are with that person. a good, growing relationship makes you feel comfortable

If your are sure you want a relationship then bring it up when you feel ready. If he is not interested it would be best to know early. And if he is then he will not have any problem with the topic.

That depends on how well the dates go. Say you love the dates, have the best time of your life getting on well with them, you might want to get talking straight away.
Say you aren't getting on completely, but are still enjoying the time together (meaning a few personality traits which get on each others nerves.) you might want to wait a while and see if you can both get over them.
Every situation is different, just go with your instinct.

I have never put time-tables to things like this and don't really think one can. each relationship is different. I always roll with the tide, so to speak. I act myself and don't put on airs or try to be someone i'm not and i never expect her to either. i'm relaxed and speak naturally about what i feel and want.
i have a good sense of humor and that also helps to ease tense moments.
do you really know this guy yet ? how many times have you gone out together ? if you really see yourself in a relationship with him you need to tell him that. see what his reaction is. maybe he isn't ready for a deeper commitment yet and maybe he's just a member of the 4 F club - in which case you need to end it now.
in short - nothing is ever too soon if you feel it.
there are ppl who have gone out for years that barely know each other and there are ppl who have gone out for 2 months and feel like they have been together for years and years.
